State Troopers Seize 29 Kilos of Cocaine following Traffic Stop

State Troopers from Troop E-Montville arrested two Rhode Island men after seizing 29 kilograms of cocaine following a motor vehicle traffic stop. In an effort to enforce the motor vehicle laws approaching constructions zones for the safety of the workers on the highways, troopers from Troop E were conducting motor vehicle enforcement on I-95 northbound near exit 88 in Groton. The CT Department of Transportation was conducting mowing operations in this area. Troopers observed two vehicles weaving in and out traffic, and stopped both vehicles. The first vehicle, a 2012 Nissan Maxima with a RI registration plate was being operated by Arnulfo Hiciano. The second vehicle, a 2014 Black Dodge Ram Truck with a RI registration plate was being operated by Giovanni Carmona. During the course of the motor vehicle stop troopers developed information that narcotics were located within the vehicle. Hiciano allowed troopers to search the Nissan. Troopers conducted a search of the vehicle with the assistance of K9 Albert. K9 Albert detected narcotics in two cardboard boxes located in the trunk of the vehicle. Hiciano told troopers that the boxes were not his and allowed troopers to open the two cardboard boxes. Upon opening the boxes troopers located 29 Kilograms of cocaine individually packaged inside the two cardboard boxes. The cocaine carries a street value of approximately $2.9 million. Hiciano provided information that he was traveling with Giovanni Carmona who was operating the 2014 Dodge Ram which was also stopped in the motor vehicle enforcement area. Arnulfo Hiciano and Giovanni Carmona were both taken into custody and transported to Troop E where they were fingerprinted, photographed and held on bond pending their court date. Troopers seized 29 kilograms of powdered cocaine, $5472.00 in cash, a 2014 Dodge Ram Truck, and a 2012 Nissan Maxima. All seized items were transported to Troop E where they were held as evidence.
