On 05/02/18 at approximately 1:35 PM a member of the Plainfield Police Department observed a black Cadillac traveling north bound on Squaw Rock Road. At that time the officer observed that the male operator was not wearing a seatbelt and was also traveling in excess of the posted speed limit. The officer initiated a motor vehicle stop on Moosup Pond Road. Upon making contact with the male operator he was identified as Joseph Lombardy (61 yrs of age) of Moosup. A female passenger was identified as Samantha Gooslin (32 yrs of age) also of Moosup. It should be noted that Lombardy’s residence was raided by the Plainfield Police Department on 04/04/18 and a narcotics search warrant was executed and Lombardy was subsequently arrested. Lombardy was subsequently arrested on 04/17/18 again for possession of crack cocaine. During the interaction with Lombardy on the motor vehicle stop Lombardy was asked if he had anything in the vehicle and was asked to step out of the vehicle. Lombardy was found with some paraphernalia on his person and subsequently agreed to a search of the vehicle. A narcotics detection dog was requested and a State Police K-9 responded to the scene. The K-9 gave a positive alert on Lombardy and on the interior of the vehicle. A hand search of the vehicle produced crack cocaine in the interior of the vehicle. Lombardy was placed under arrest for Failure to wear his safety belt, Traveling Too Fast, Failure to display front license plate, possession of drug paraphernalia and possession of Crack Cocaine. Gooslin was charged with possession of crack cocaine and both have a court date of 05/14/18 at the Danielson Superior Court.
