Major Drug Bust In Woodstock

On 03/10/2016 at approximately 0600 hours, members of the Troop D Quality of Life Task Force, the Statewide Narcotics Task Force – East Office, Troopers assigned to Troop D, members of the Massachusetts State Police and of the Worcester Police Department, and the Hartford DEA Field Office executed a narcotics related search and seizure warrant at #442 Eastford Road (Route 198) in Woodstock, CT. The search warrant was issued as part of an on-going crack cocaine, powder cocaine and heroin trafficking investigation which indicated that Victor Perez-Carrasquillo (H/M 09/20/1984) was actively utilizing his residence at said address in order to store, process, and sell narcotics from.

Upon entry, a systematic search for people in the apartment was conducted which resulted in police personnel locating Victor Perez-Carrasquillo (H/M 09/20/1984), Luis Diaz-Rivera (H/M 09/04/1983) and Arelis Lacen (H/F 08/28/1991). In addition, two children were located in the upstairs hallway, a five year old girl and a three year old boy.

Upon executing the search warrant of the residence located at #442 Eastford Road, police personnel located approximately 200 grams of heroin, approximately 1.265 kilograms of crack cocaine and approximately 1.021 kilograms of powder cocaine and approximately 80,000 in US currency. In addition seven firearms, one confirmed stolen out of Massachusetts were located and seized: four pistols, two modified AR-15 assault rifles and one .22 caliber rifle. Two 30 round 5.56 high capacity magazines for the AR-15 rifles were located and seized as well as numerous rounds of ammunition of various calibers. Furthermore, numerous cell phones, two digital scales, two drug grinders, a heat sealer, a large quantity of plastic packaging materials, a large container of a cutting agent and drug notes were located and seized. All firearms and narcotics seized were located within six feet of the toddler’s crib. The narcotics, firearms, and ammunition that were seized would have been easily obtainable for both children that resided at the residence.

Due to a 5 year old and a 3 year old living in the house as well as the narcotics and firearms being present and readily accessible to the children the Drug Endangered Child protocol was followed and a DCF case worker responded to the scene. The case worker conducted an investigation and ultimately removed both children from the home. DCF has initiated a separate investigation and a 96 hour hold was placed on the two children.

As a result of the investigation Victor Perez-Carrasquillo (H/M 09/20/1984) was arrested and transported to Troop D in Danielson where he was processed for the above charges. Victor Perez-Carrasquillo (H/M 09/20/1984) was held on a $350,000 dollar cash only bond and is to appear at Danielson Superior Court on 03/11/2016.

As a result of the investigation Luis Diaz-Rivera (H/M 09/04/1983) was arrested and transported to Troop D in Danielson where he was processed for the above charges. Luis Diaz-Rivera (H/M 09/04/1983) was held on a $350,000 dollar cash only bond and is to appear at Danielson Superior Court on 03/11/2016.

As a result of the investigation Arelis Lacen (H/F 08/28/1991) was arrested and transported to Troop D in Danielson where he was processed for the above charges. Arelis Lacen (H/F 08/28/1991) was held on a $350,000 dollar cash only bond and is to appear at Danielson Superior Court on 03/11/2016.

All three were charged with Possession of Narcotics 21a-279a, Possession of Narcotics WITS (over one kilogram) 21a-278a, Operation of a Drug Factory 21a-277c, Risk of Injury to a Minor 53-21 (2 counts), Possession of an Assault Weapon 53-202c (2 counts), Possession of a High Capacity Magazine 53-202w (2 counts), Criminal Negligent Storage of a Firearm 53a-217a.
