Lisbon – Narcotics Arrest

On March 10th, 2016 at approximately 9 a.m., a concerned citizen reported a possible intoxicated or impaired driver at the Shell station in the town of Lisbon. The citizens stated that a silver Toyota Scion with a white male driver and white female came through the drive-through at Dunkin Donuts and the driver appeared to be impaired. The citizen identified the vehicle and the troopers from Troop E Montville responded to the area and located the vehicle driving northbound on Route 12.
Troopers conducted a traffic stop on the aforementioned vehicle. The driver was placed under arrest for driving under the influence. The passenger in Lynn Navan, 25, of Providence Road in Sterling was found to be in possession of 2 bundles of heroin on her person. A state police narcotics detection K-9 located 8 more bundles of heroin under the passenger seat where Navan was seated. Paraphernalia related to drug use was found on a Vons person as well as in her purse. Navan admitted to using heroin earlier in the day. Navan was placed under arrest for the above-mentioned charges. Navan was unable to make bond and was transported to the York Correctional Center for presentment at the Norwich Courthouse on March 11th, 2016 at 9:30 a.m.
