Notice is hereby given to the electors of the Town of Griswold and those qualified taxpayers lawfully entitled to vote in Griswold Town Meetings pursuant to Section 7-6 of the Connecticut General Statutes that a Special Town Meeting will be held on Monday, May 22, 2017, at 6:30 P.M., at the Griswold Middle School auditorium, 211 Slater Ave., Jewett City, CT 06351, for the following purposes:
1. To conduct a public hearing and act upon the following proposed changes to the Town of Griswold Code of Ordinances:
“General Provisions”§§1-5 and 1-8; “Commission on Aging”§§4-2 and 4-4 (provide for appointment, membership and terms of Commission and for selection of officers); “Ambulance Service” (delete §§5-3 through 5-9(delete); ”Aquifer Protection Agency”§§6-2 and 6-3 (technical changes); “Budget and Appropriations” §§10-1 (technical change) and 10-3 (add date on which the Annual Budget Meeting shall be held; state the hours of voting at a Budget referendum; add deadline for Board of Finance to prepare revised budget proposal and for holding of referendum after defeat of proposed budget; add authorization to put non-binding questions regarding amounts of town and education budgets on budget referendum ballots); §§14-1 and 14-2 “Clerk,” §101-1 “Tax Collector,” and add new chapter “Treasurer “ (to provide that the offices of Town Clerk, Tax Collector and Treasurer shall each be filled by appointments by the Board of Selectmen rather than being elective; to set the terms of and manner of filling vacancies; to prescribe the powers and duties of the offices; to authorize the Selectman to establish a job description and qualifications for each office; and to provide that the offices shall not be subject to collective bargaining agreements; “Economic Development Commission”§29-5 (technical changes); “Blight”§124-6 (to provide for the appointment by the First Selectman and the status, qualifications, powers and duties of a blight enforcement officer); “Buildings, Numbering of” (add Introduction and amend §§131-1 through 7 (regarding assigning and posting of street numbers on buildings); “Fees, Building Department”§143-1 (to revise fee schedule), §143-2 (delete), §143-3(technical change); Ch. 143, Article II “Exemption for Senior Property Owners” §143-2 (technical change); “Food Service Establishments” §§155-1 through 155-14 (delete); “Mobile Home Parks”§176-20 (technical change); “Taxation”: Article V, §207-18(A) (technical change).
2. To act upon the foregoing proposed changes to the Town of Griswold Code of Ordinances.
