Following lengthy delays dues to computer glitches and an upgraded $26 million computer system, the Connecticut Department of Motor Vehicles is set to send out late fees for overdue emissions testing, to more than 200,000 vehicle owners Thursday. The DMV is hoping to collect a backlog of $4 million in uncollected fees dating to August 2015. Motorists who are delinquent on their emissions testing and are assessed a late fee will still be able to renew their vehicle registrations after the $20 late fee and $20 emissions charge is paid, during the grace period. It is undetermined how long the grace period will last.
