Ashford Man Arrested After Investigation Into Beating of 7 Month Old Baby

Back on September 26 at about 4 PM, Troop C was contacted by a DCF worker regarding a juvenile victim that was receiving treatment at Ct Children’s Medical Center in Hartford and that physicians at the hospital believed that the injuries the child had were indicative of abuse and neglect. The child, only 7 months old, had bruising on both sides of her face and eyes as well as petechial hemorrhage on both sides of the child’s eyelids. The bruising extended from the child’s eyes, along the side of her face, to her ears. Detectives from the Eastern District Major Crime Criminal Investigations unit from Troop C in Tolland were then dispatched to Ct Children’s and assumed primary investigative responsibilities.
After a lengthy investigation, detectives applied for and was granted a warrant for 37 year old Joseph Mullikin from Ashford. Mullikin was charged with 1st degree assault, 2nd degree strangulation / suffocation, and risk of injury. Mullikin was arrested at 10:15 AM on November 26, 2019 and transported back to Troop C where he was processed and bond was set at $200,000. Mullikin will be in Danielson Superior Court on 11/27/19
