Off Duty Trooper Sees Suspicious Male Roaming East Putnam, Discovers He’s Wanted in the New Haven Area

On 4/18/2018 at approximately 6 PM, TFC Andrew Rondeau, who was off duty, spotted a suspicious individual roaming around East Putnam. Trooper Cash, who was on duty, responded to the area and identified the suspicious male as 37 year old Charles Upton of New Haven. Further investigation revealed that Upton had an outstanding warrant for violation of probation. Upton was placed under arrest and transported back to Troop D where he was held on a $25,000 cash/surety bond is to appear in Danielson Superior Court on 4/19/2018
